Stolen Dog Named Bash

I rescued a dog a year ago in March. He is a black and white border collie/blue heeler mix with black freckled paws mostly front left paw and black tail with white tip. He is a very timid and scared dog, but very friendly. He was born on November 12 2010. He was stolen from my backyard on June 18 2011. He could be anywhere. Found black and white cat in Mississauga

Black and white short hair, black nose, chin, head, white cheeks and feet and belly. One eye is either blind or has been injured. green eyes. Will not let me get close enough to touch but has been sleeping in the box I made to keep it warm and have been feeding it. Goes wandering during the day. Looks healthy but is dirty from being outside. Have seen it a few times last month and then lately (past week) been at my front step. I cannot take it in as I have two already. Feel so sorry for it.
